Data Director (CDO, Chief Data Officer)

APEXBANK invites a Chief Data Officer (CDO) — a leader who will form and implement a data management strategy and turn data into a controlled corporate asset trusted by business and regulators.

The role reports to the Board of Directors, and the CDO will head the Data Office and the Data Governance Committee.

What you will do:

• Develop and implement a Data Strategy as part of the bank's strategy (business, IT, digital transformation) — with measurable goals (DG Maturity, Time to Data, Time to Market).
• Build an operational Data Governance model: Data Governance Committee, domain model, data owners (business) and Data Stewards, policies, standards, and role model (RACI).
• Implement data management tools: business glossary, data catalog, metadata management, Critical Data Elements, and quality management (DQ rules, DQLA).
• Ensure end-to-end data traceability (Data / Business Lineage) and accuracy of regulatory and management reporting — up to self-verification of regulatory forms before submission.
• Develop the corporate data platform (DWH / Data Lake / Lakehouse) and data architecture; integrate Governance into the change lifecycle (BRD / FSD).
• Ensure a single version of key entities (MDM): client, product, counterparty, organizational structure.
• On a mature data foundation, launch and scale AI/ML initiatives (scoring, anti-fraud, personalization, predictive analytics) with model validation and control.
• Develop an analytical culture, BI, and self-service analytics for business.
• Form and develop a team of data specialists.

What we expect:

• Practical experience in building a corporate data management function "from scratch".
• Expertise in Data Governance, Data Quality, MDM, metadata management, and Data Lineage.
• Understanding of BCBS 239 and principles of risk data aggregation; experience in ensuring data quality for regulatory reporting.
• Knowledge of the DAMA-DMBOK (and/or DCAM) model as a basis for maturity assessment.
• Experience in creating/developing DWH, Data Lake, ETL/ELT, and modern data architecture.
• Implemented projects in AI/ML and analytics.
• Understanding of banking processes, information security requirements, and regulatory requirements of the Central Bank of Uzbekistan.
• Strong leadership, strategic, and communication skills; ability to build interaction between business, IT, information security, and the Data Office.

• Build the Data Office and Data Governance Committee from scratch.
• Create a unified corporate data platform and end-to-end change traceability.
• Make data the basis for decision-making and raise the maturity of data management.
• Develop AI and analytical services based on trusted data.
