Leader Wanted: Head of Capital Construction Directorate at Uzbekistan Airports JSC ✈️🏗️
Uzbekistan Airports JSC is dynamically developing the country's aviation infrastructure. We are implementing large-scale strategic projects for the modernization, expansion, and construction of new international airports in Uzbekistan, introducing advanced global standards and public-private partnership (PPP) formats.
We are looking for an ambitious, experienced, and strategically thinking Head of the Capital Construction Directorate to join our top management team.
Responsibilities:
- Strategic Management: Leadership of the full cycle of capital construction, reconstruction, and modernization of airport infrastructure facilities (terminals, runways, apron facilities, cargo complexes).
- Project Management: Control over the implementation of key Greenfield and Brownfield projects from the feasibility study and design stage to commissioning.
- Partner Interaction: Effective collaboration with strategic consultants, international engineering companies (PMC), and general contractors.
- Budget and Schedule Control: Optimization of capital expenditures (CAPEX), risk management, ensuring strict adherence to construction schedules and quality standards.
- Technical Supervision: Ensuring facilities comply with international aviation standards (ICAO, IATA) and construction regulations.
Candidate Requirements:
- Higher technical/engineering education (in industrial and civil construction). An MBA degree or PMP certification will be a significant advantage.
- Work Experience: At least 5 years in leadership positions in the capital construction of large infrastructure facilities (airports, transport hubs, large-scale logistics or industrial complexes).
- Experience in successfully managing a project portfolio with budgets in the tens and hundreds of millions of dollars.
- Deep understanding of working with international contracts (including FIDIC standards).
- Strong leadership qualities, high-level negotiation skills, and experience managing cross-functional teams.
- Foreign Languages: Fluent in Russian and English.
