Head of Engineering
About the company: An ambitious retail digital bank in Uzbekistan. We are building a modern fintech product focused on speed, accessibility, and maximum user comfort. We are currently in a stage of large-scale transformation: we are ready to rebuild processes, expand the product line, and grow exponentially. For this, we need a strong technological leader.
Who we are looking for: A person with a strong background in development and architecture, capable of breathing new life into the current team, rebuilding processes, and laying the foundation for scaling the bank.
Key challenges and tasks: • Assess the current engineering staff (Java, Python, QA, DevOps developers), identify strengths and weaknesses. Rebuild the culture within IT: shift the focus to personal responsibility, proactivity, and business result orientation. Eliminate stagnation and energize the team. • Build a transparent system of motivation, grades, and career growth (IPR). Eliminate dependence on unique irreplaceable employees by building knowledge-sharing processes and quality documentation. • Conduct an audit of current technological solutions. Develop and implement a strategy for transitioning to a target architecture based on Java (microservices) and Python (integration services, ML/Data, rapid prototypes), which minimizes technical debt and increases system fault tolerance and security. • Readiness for scaling and rebuilding: Implement flexible architectural and process patterns. The bank will grow rapidly and change focus - the IT platform must be ready for instant implementation of new products and exponential load increase without loss of stability.
What we expect from you: • 5+ years in Head of Engineering, CTO, Tech Lead of a large division, or similar positions in FinTech, BigTech, or high-load product companies. • Experience managing a team of 30+ people. • Deep understanding of the Java ecosystem (Spring Boot, Spring Cloud, Hibernate) as a foundation for building a reliable, transactional, and high-load core for the bank. • Experience with Python (FastAPI, Django) for building lightweight services, analytical tools, or integration gateways. • Architectural background: Excellent knowledge of integration patterns, message queues (Kafka, RabbitMQ), databases (PostgreSQL, NoSQL), and containerization (Docker, Kubernetes). • Leadership and People Management: Successful team transformation cases. Ability to hire the best, retain key employees, and part ways painlessly with those who cannot keep up with the pace. • Business acumen: Ability to speak the same language with business and the board, justify technical solutions in terms of ROI, time-to-market (TTM), and risks.
