Arkhyz Management Company is seeking a Chief Specialist-Expert (Ecology and Archaeology).

Requirements:

• Higher education in a relevant field (ecology, biology, history, or archaeology) and additional retraining in a related field.
• Experience in construction or surveys of 3–5 years in specialized departments (Technical Department, Ecology Department, survey companies).
• Successful experience in obtaining positive conclusions from Glavgosexpertiza or regional expert reviews (especially for EIA and cultural heritage sections).
• Experience in official correspondence and defending the company's interests in regional Committees for the Protection of Monuments and Rostprirodnadzor Administrations.
• Experience in developing Terms of Reference, reviewing estimates, and supervising subcontractor work (archaeological centers, ecological laboratories).

Preferred Experience:

• Work in regulatory bodies (Ministry of Culture, Committees for Environmental Management), government structures, and client services, with major developers, and in design organizations, specialized engineering and consulting companies that provide comprehensive ecological and archaeological audits for investors (“turnkey” basis).
• Work with long linear objects (pipelines, roads, power lines), with complex specifics regarding the imposition of protection zones.
• Experience in managing archaeological work (previously issued "Open Permits") or qualification as a forensic expert in ecology.
• Practice of successfully passing construction supervision or prosecutor's office inspections regarding compliance with protection regimes.

Skills:

• Proficient PC user. Fluent in ArcGIS, QGIS, or AutoCAD, enabling independent overlaying of monument layers onto project drawings.
• Skills in preparing and оформлять initial permits and as-built documentation.
• Skills in preparing reports and results of inspections and controls.
• Experience interacting with state regulatory bodies and agencies.
• Knowledge of Federal Laws No. 7-FZ "On Environmental Protection" and No. 73-FZ "On Objects of Cultural Heritage (Historical and Cultural Monuments of the Peoples of the Russian Federation)"

Responsibilities:

Pre-project and project preparation:

• Risk analysis: Gathering information from cultural and environmental committees regarding the presence of archaeological sites or specially protected natural areas (SPNA) on the site.
• Survey management: Developing Terms of Reference and selecting contractors for archaeological reconnaissance and environmental impact assessments (EIA).
• PSD approval: Reviewing sections "Environmental Protection Measures" (EPM) and "Section for Ensuring the Preservation of Cultural Heritage Objects" (CHO).
• Expert review: Ensuring positive conclusions from the State Historical and Cultural Expertise (GHCE) and environmental expertise (if required).

Production stage (on-site):

• Archaeological supervision: Coordinating the work of archaeologists, verifying their "Open Permits" (permits from the Ministry of Culture), and ensuring that construction crews do not enter restricted zones. Interaction with the Karachay-Cherkess Republic Administration for the Preservation of Cultural Heritage.
• Environmental control (PEC): Obtaining permits for transplanting protected plant species; permits for work in areas with special land use conditions (SOUL), including archaeological sites and nature reserves. Ensuring the implementation of compensatory measures for environmental damage (damage for logging, damage to aquatic biological resources, etc.). Monitoring emissions, waste management on the construction site, and soil layer preservation.
• Work with Construction Supervision: Representing the company's interests during inspections of protection zone compliance.

Document flow and project handover:

• Land reclamation: Developing and controlling the implementation of plans for land restoration after work completion.
• Permit closure: Obtaining certificates of completed archaeological rescue work, allowing full-scale site development.
• Contract management: Reviewing estimates and completion certificates (KS-2, KS-3) from highly specialized subcontractor archaeologists and ecologists.
• Reporting: Preparing internal reports for the Technical Department on environmental safety and archaeological restrictions.

Work conditions:

• From 8:30 to 17:30.
