JSC "Social Health Insurance Fund" (SHIF) is a non-profit joint-stock company in Kazakhstan that accumulates contributions and payments for mandatory social health insurance (MSHI) and procures medical services within the scope of the guaranteed volume of free medical care (GVFMC) and the MSHI system. Vacancy Description: Technology Stack and Tools • Project Management: Agile, Scrum, Kanban, Waterfall. • Planning and Control: Jira, Confluence, MS Project. • Requirements Management: Business Requirements, Functional Requirements, User Stories, Acceptance Criteria. • Process Modeling: BPMN 2.0, UML, Draw.io. • Technical Knowledge: SDLC, REST API, JSON, XML, basics of microservice architecture and information system integration. • Documentation: project passports, roadmaps, technical specifications, schedule plans, reports. • Analytics: Excel, PowerPoint, Power BI (desirable). Key Requirements • IT project management experience of 3+ years. • Understanding of healthcare digitalization processes and interaction of medical information systems. • Knowledge of the healthcare system functioning principles in the Republic of Kazakhstan. • Understanding of GVFMC and MSHI mechanisms. • Knowledge of Agile, Scrum, Kanban, Waterfall project management methodologies. • Practical experience with Jira, Confluence, or similar systems. • Understanding of the software development life cycle (SDLC). • Experience in preparing and coordinating project and technical documentation. • Skills in planning, managing deadlines, resources, and project risks. • Experience interacting with development teams, business clients, and contracting organizations. • Basic understanding of information system architecture, APIs, integrations, and databases. • Proficient in Excel, Word, and PowerPoint. • Strong analytical, organizational, and communication skills.

Will be an advantage • Experience in the healthcare sector, including participation in the development, implementation, or maintenance of medical information systems. • Experience interacting with the Ministry of Health of the RK, the Social Health Insurance Fund, medical organizations, and medical information system operators. • Knowledge of medical information systems and medical data exchange mechanisms. • Understanding of regulatory legal acts of the RK in the field of healthcare, informatization, and personal data protection. • Experience working in the public and quasi-public sector. • Experience in managing integration projects and big data processing projects. • Experience in IT project budgeting. • Knowledge of BPMN, UML, Power BI. • Possession of PMP, PRINCE2, PSM, or similar certifications.
