A telecom division in Uzbekistan is looking for a CTO / Technical Director. We need a strong technical manager who can lead a complex IT block not only strategically but also operationally: architecture, development, infrastructure, integrations, teams, contractors, vendors, deadlines, budget, quality, and risks.

This role is for someone who understands the complex technological landscape, can build processes, work with business and technical teams, defend solutions, and deliver projects to completion.

Responsibilities:

• Manage the technical block and develop IT strategy;
• Build processes for development, architecture, infrastructure, and delivery;
• Participate in the development and implementation of complex IT solutions: architecture, integrations, digital platforms, infrastructure, and delivery;
• Evaluate resources, deadlines, budget, technical risks, and quality;
• Work with vendors, contractors, and partners;
• Control technical standards, SLA, security, and solution stability;
• Develop the team, managers, and the management system within the technical block.

Ideal Candidate:

• Experience as CTO / Technical Director / Head of Engineering / IT Director;
• Experience in telecom, enterprise IT, IT integrator, vendor, or large B2B projects;
• Strong understanding of architecture, development, infrastructure, and integrations;
• Experience managing technical teams and managers;
• Experience working with contractors, vendors, and stakeholders;
• Ability to manage deadlines, budget, quality, risks, and resources;
• Systems thinking and a balance between technological strategy and real delivery;
• A role for a candidate who can not only build a technological strategy but also manage a complex technical block, teams, processes, and results on a daily basis.
