Head of Department (Construction) in Legal Service

A microelectronics manufacturer is looking for a Head of Department (Construction) for its legal service.

Colleagues, this vacancy is for a lawyer, not an engineer, construction specialist, etc.

📍 Zelenograd, full-time, Russian Labor Code compliant

What you will do:

1. Provide legal support for industrial construction — from project to commissioning
2. Participate in the approval of changes in design and working documentation, state expertise, obtaining Certificates of Completion (RS) and Certificates of Operational Readiness (RVE)
3. Prepare and support subcontract agreements, supply agreements (including complex engineering equipment) — both commercial and under 44-FZ/223-FZ
4. Interact with Rostekhnadzor, Ministry of Construction, Rosreestr, local administrations, and Resource Supplying Organizations (RSO)
5. Support project teams: provide conclusions, control risks
6. Monitor changes in legislation and implement them into processes

Requirements: ✅ Higher legal education ✅ 5+ years of experience in construction as a client, general contractor, or technical customer ✅ Deep knowledge of the Urban Planning Code (GrK), Land Code (ZK), Civil Code (GK), 44-FZ, 223-FZ, construction norms (SP, SNiP, GOST) ✅ Understanding of budgets, subsidies, land issues, technical specifications, and technical connection ✅ Experience in foreign economic activity (Vneshneekonomicheskaya Deyatelnost - VED), Incoterms, currency regulation — for working with foreign suppliers (plus) ✅ Skills in contract management, risk management, representation of interests in courts and government bodies ✅ Flexibility, strategic thinking, ability to work in a multitasking environment, and high responsibility
