Head of the Civil Law Contract Management Group
"Znanie" Russian Society, a public-state educational organization, is seeking a Head of the Civil Law Contract Management Group.
Responsibilities:
- Organize work and distribute workload among group employees (3 civil law contract managers), control deadlines and quality of task execution by subordinates;
- Develop, update, and implement standards, regulations, instructions, and templates for civil law contracts to unify company processes;
- Provide personal expertise, review, and adjust non-standard civil law contracts, addendums, and contracts with high liability amounts;
- Conduct a comprehensive analysis of contracts for tax, legal, and economic risks (including risks of reclassifying civil law contracts into employment agreements);
- Establish effective cross-functional interaction with initiators, the contract department, legal and financial departments, and accounting to accelerate the contract signing and closing cycle;
- Maintain and control the register of civil law contracts. Prepare regular reports on the volume of outstanding obligations, contract conclusion dynamics, and group KPIs for management;
- Conduct explanatory work and train employees of related departments (procurement initiators) on the rules for formalizing civil law contract relationships in accordance with internal policies and Russian Federation legislation;
- Participate in developing a strategy for justifying the cost of external service providers, implement tools for checking economic feasibility and compliance with market prices;
- Resolve disagreements arising during the execution and closing of contracts (including regarding substantive reports and primary documents) as the final authority before transfer to accounting.
The ideal candidate has:
- At least 3 years of experience in contract management, procurement, or HR administration, with at least 1 year in a team lead/senior specialist/mentor role;
- Deep understanding of working with self-employed individuals, individual entrepreneurs, and individuals under Federal Law, knowledge of signs of disguised employment relationships and risks of additional tax assessments from the Federal Tax Service;
- Ability to organize team work under multitasking conditions and tight deadlines, experience in implementing regulations and a process-oriented approach (desirable);
- Confident business writing and negotiation skills with internal customers, ability to defend one's position and find compromise, yet lawful solutions;
- Experience working with large data sets, developed skills in identifying errors and inconsistencies in documents, both for oneself and for subordinates.
