Operations Director at Investment and Industrial Holding GS Group
Investment and industrial holding GS Group is seeking an Operations Director.

Responsibilities:
- Coordinate all stages of construction project implementation – from design to commissioning.
- Control key performance indicators (deadlines, budget, quality, risks).
- Manage the project team (Deputy Operations Director, Construction Director, technical supervision engineers, PTO engineers, GIP, cost estimators, etc.).
- Coordinate interaction between internal departments and external teams (general contractor, contractors, designer, suppliers).
- Consolidate all information flows into a single operational schedule.
- Form and control schedules, maintain a responsibility matrix (RACI).
- Organize regular staff meetings.
- Prepare consolidated operational reports (KPIs, deviations, critical points).
- Formulate the project budget and control its execution, manage cash flows, and optimize costs.
- Approve cost estimate documentation.
- Ensure compliance of executed works with design documentation and current regulations.
- Interact with supervisory authorities, local executive bodies, and resource supply organizations.
- Manage project risks: systematically identify, analyze risks, and implement measures to minimize them (e.g., delays in design documentation delivery, delays in equipment supply and contractor work, changes in cost, force majeure circumstances).
Requirements:
- Higher specialized education (engineering, construction, project management).
- At least 5 years of management experience in the construction of technically complex facilities.
- Knowledge of the full project implementation cycle (from land plot preparation to facility commissioning).
- Experience in organizational construction and department development.
- Proficient planning skills: proficiency in MS Project or similar tools, understanding of network planning principles and the critical path method.
- Experience working with project and task management systems (Bitrix24, Jira, etc.), advanced Excel skills.
- Project financial management skills: budgeting, cash flow control, cost management.
- Experience managing cross-functional teams, setting tasks, and forming KPIs, experience leading a team of 10 or more people.
- Ability to effectively manage risks and conflicts, make informed decisions within tight deadlines.
- Desirable: experience in simultaneously supporting multiple projects, as well as experience in digitalization of operational and construction processes.
- Strong communication skills, systematic and structured thinking, proactive approach.
