The Pushkin State Institute of the Russian Language is seeking a Head of the Procurement Department.
Responsibilities:
- Development of current and long-term material and technical support plans.
- Supplier search, negotiations, contract conclusion.
- Organization of delivery, quality control, and completeness of goods.
- Warehouse management, inventory, storage condition control.
- Reduction of procurement and storage costs, reduction of non-liquid assets.
- Preparation of reports on material and technical support.
Requirements:
- Higher economic education (preferably economic or technical).
- Work experience in procurement/purchasing in managerial positions from 3 to 5 years.
You should know:
- Fundamentals of the Civil Code (procedure for concluding supply, lease, and contract agreements).
- Knowledge of 44-FZ, 223-FZ, or internal procurement regulations.
- Knowledge of major suppliers in their niche, understanding of trends and pricing.
- Ability to compile a procurement budget and control its execution.
- Rules for acceptance, storage, and write-off of inventory (inventory-turnover items).
- Procedure for conducting inspections and identifying discrepancies.
