The Pushkin State Institute of the Russian Language is seeking a Head of the Procurement Department.

Responsibilities:

• Development of current and long-term material and technical support plans.
• Supplier search, negotiations, contract conclusion.
• Organization of delivery, quality control, and completeness of goods.
• Warehouse management, inventory, storage condition control.
• Reduction of procurement and storage costs, reduction of non-liquid assets.
• Preparation of reports on material and technical support.

Requirements:

• Higher economic education (preferably economic or technical).
• Work experience in procurement/purchasing in managerial positions from 3 to 5 years.

You should know:

• Fundamentals of the Civil Code (procedure for concluding supply, lease, and contract agreements).
• Knowledge of 44-FZ, 223-FZ, or internal procurement regulations.
• Knowledge of major suppliers in their niche, understanding of trends and pricing.
• Ability to compile a procurement budget and control its execution.
• Rules for acceptance, storage, and write-off of inventory (inventory-turnover items).
• Procedure for conducting inspections and identifying discrepancies.
