Sberbank Non-State Pension Fund is looking for a Deputy Head of IT Infrastructure.
The team works with critical information infrastructure (CII) objects, so they are looking for someone who can establish processes to ensure IT infrastructure complies with regulatory requirements.
Responsibilities:
- Participation in procurement procedures under 223-FZ: preparation of TOR, specifications, technical documentation;
- Participation in the formation and defense of the IT budget: preparation of justifications, plan-fact control, cost optimization;
- Preparation of documents and materials for interaction with regulators (FSTEC, Central Bank) within the framework of scheduled inspections and reporting;
- Participation in the management of infrastructure projects: data center modernization, system migrations, import substitution;
- Control of infrastructure SLA compliance (target level 99.9%) and incident, change, and problem management processes;
- Coordination of the engineering team (10 people): task setting, deadline and quality control;
- Development and updating of regulations, policies, and standards in the area of responsibility for passing inspections;
- Participation in the preparation of management reports on the state of the infrastructure, completed projects, and compliance with regulatory requirements.
Requirements:
- Experience in IT infrastructure or infrastructure project management for at least 3 years;
- Experience in team leadership (from 8 - 10 people);
- Technical background: understanding how servers, networks, virtualization (VMware/OpenStack), and backup systems work;
- Deep experience in regulated industries (banking, public sector, CII, energy, insurance with state participation), deep experience working with regulators;
- Experience in participating in equipment/software procurement (writing TOR, specifications, accepting equipment, experience in conducting procurement under 223-FZ is desirable);
- Experience in budgeting;
- Experience in import substitution;
- Understanding of processes: SLA, incidents, changes, ITSM/ITIL
- Ability to write documents and regulations.
