In the role of Head of the Tech Operating System, you will be responsible for how the Tech department functions as a managed system: what management cycles exist, which meetings take place, what data the CTO and their team see, how decisions are translated into real actions.
Your task is to design, launch, and develop the Tech department's management operating system as a cohesive product: from regular reviews of progress on goals and key initiatives to team reviews and crisis management formats. It is important to create stable processes so that the CTO relies on stable processes, not on chaos and individual "heroics."
We expect that as a result, the CTO and their team will be focused on priority initiatives, and the Tech department's key goals will have a clear path from discussion to measurable results. The technical organization should move faster, and the operating system should promptly signal risks and deviations from the plan. Data on the Tech department's status, technical portfolio, and development teams must be integrated into the operating system, not exist separately in disparate dashboards. Meetings involving the CTO will be conducted according to uniform standards: with clear context, prepared participants, and documented decisions, owners, and deadlines. Ultimately, the Tech department's management system should be perceived by technical leaders as a useful and understandable tool that reduces bureaucracy and increases focus, speed, and execution quality.
- Focus the CTO and their team on the most important initiatives and decisions through agenda monitoring, initiative prioritization, and removal of operational barriers;
- Ensure the timely and effective completion of initiatives initiated by the CTO;
- Track the execution of goals and decisions and promptly escalate critical issues;
- Maintain a backlog of the Tech department's key initiatives and ensure responsible parties, goals, and success metrics are in place, monitoring the frequency of progress tracking;
- Organize cross-functional discussions and subsequent follow-ups on priority initiatives;
- Conduct regular reviews of the health of Tech department teams;
- Lead individual initiatives using an internal cross-functional team;
- Integrate technical and product portfolio management into the operating system together with the Tech Portfolio Manager;
- Ensure communication of the CTO's key decisions within the technical organization together with Tech PR;
- Prepare strategic sessions for the CTO and ensure agenda continuity;
- Collect and prioritize requirements for the operating system based on feedback from the CTO, CTO-1, and key technical leaders;
- Maintain a clear backlog of improvements to the Tech Operating System.
- Have at least three years of experience, including leadership positions or project management in the technology, development, or internal transformation initiatives field;
- Possess a strong technical background and project and program management skills;
- Easily adapt to a rapidly changing environment, maintaining stress resistance and composure;
- Be able to find the most effective solution with limited resources;
- Think structurally and be attentive to details;
- Possess confident communication skills and be able to manage large-scale cross-domain projects;
- Be able to articulate your thoughts clearly, concisely, and persuasively;
- Have relevant experience in marketplaces;
- Possess a high level of literacy in the Russian language.
