About the company and team:
- The team is developing a new project: a federal system that ensures processes related to the execution of the country's budget (receipt of all budgeted revenues, financing of all planned budget expenditures, control and authorization of payments by the federal treasury, servicing of the budget system).
Responsibilities:
Project management for the development of several business areas (directions) of the system:
- Developing methodological and technological solutions for the system's functionality development
within the business stream;
- Participating in the audit and preparation of draft amendments to regulatory legal acts governing automated processes within business areas (system requirements, deadlines);
- Evaluating and planning project resources and deadlines. Managing risks and expectations of the functional customer – the system operator;
- Defending project solutions and reporting to the customer;
- Building effective communication with the customer.
Candidate Expectations:
- Experience in managing information system development and/or implementation projects as a project manager or lead analyst in the domain related to banking processes (ABS, core-banking);
- Knowledge of the main principles and methods of information system development project management;
- Ability to maneuver in a "dense" flow of project events, relying on knowledge of the business domain and system component architecture;
- Developed business skills, negotiation experience;
- Ability to inspire – to be a leader in the team, as well as to know and adhere to the main signs of trust in the team: honesty, openness and respect, fairness;
Welcome:
- Experience interacting with the Central Bank of the Russian Federation on UFESB formats, understanding both the technical process and the regulatory framework, daily operations business, reconciliation, etc.;
- Interaction with NSPK MIR;
- Understanding of related business processes associated with making payments (e.g., knowing why and how to send payment information to the GIS Housing and Communal Services, etc.);
- Experience working with high-load systems, understanding the principles of accounting engines, balance control;
- Understanding what MChD is;
- Experience interacting with ESIA, SMEV;
- Experience in certification, GIS attestation, interaction with FSTEC.
