The MTS Department for Work with Government Customers is looking for a Director for the Development of Federal Programs with Government Customers.
The Corporate Business block develops and promotes technologies, optimizes internal processes, and supports sales for corporate and government clients.
What you will be doing:
- Developing and decomposing the agenda of government authorities in the field of digitalization, strengthening partnerships at the federal and regional levels;
- Coordinating meetings, negotiations, and discussions with representatives of federal executive bodies (FEOs), ensuring effective GR interaction;
- Developing and implementing a strategy for improving interaction with government structures;
- Researching and analyzing potential areas for interaction with FEOs, assessing and prioritizing projects based on their strategic significance and resource availability;
- Decomposing large projects into specific tasks, stages, and controlling their execution (deadlines, budget, quality);
- Developing monitoring and evaluation systems for the effectiveness of federal programs;
- Preparing reporting and analytical materials for management and stakeholders.
Requirements:
- Deep understanding of the principles of working with federal programs and mechanisms of interaction with government bodies (FEOs);
- Experience in developing, implementing, and managing federal projects and programs.
- Proficiency in methods of strategic planning, project management, and financial analysis (budgeting, efficiency assessment);
- Knowledge of market trends and needs in the digitalization of the public sector, as well as basic legal aspects of contract law;
- Developed communication and negotiation skills for effective interaction with government representatives and partners;
- Experience in managing a team of specialists (analysts, project managers) and leadership qualities;
- Ability to solve complex non-standard problems, manage changes, and implement new approaches in working with government customers.
